Public employment in Italy:
Employment relationship with the Italian public administration in is considered as a “special” employment relationship.
In the past it was characterized by regulatory features which were very different from those applying to the private sector employment relationship, but over the past twenty years the differences have narrowed, mainly as a result of the more general introduction of collective bargaining as the instrument for regulating working conditions. This process of convergence between the two sectors was finally completed by Legislative Decree No. 29/1993 (privatization of the public employment relationship ).
However, as an employer, public administartion must always follows the objectives set by the government and its action must be organized for the achievement of a goal of public interest.
